Judith O’Neil

President, Chief Executive Officer & Chief Financial Officer

Judith is the founder, President, and CFO of Integrity Technical Services, Inc. Since establishing the firm in 1996, she has provided the strategic vision and financial stewardship that serve as the bedrock of the company’s sustained growth. Leading by example, Judith’s commitment to ethical business practices and operational excellence is the driving force behind our organization and the inspiration for our company name.

John O’Neil

Senior Vice President & Director of Operations

As the original co-founder, John brings 37 years of technical staffing industry experience to Integrity Technical Services. His foundational career includes 18 years of hands-on technical experience in Research and Development (product development, testing, and compliance for FCC, U.L., and IEEE) as well as field service installation and repair. Prior to co-founding the firm, John served as Vice President of North Star Resources, Inc. from 1989 to 1995. His deep technical background allows him to uniquely bridge the gap between employer requirements and candidate capabilities, contributing significantly to the company’s long-term success.

Jim O’Neil

Vice President of Recruiting & Marketing

Jim has been an integral part of the Integrity Technical Services family for over 18 years. Having mastered every facet of the business from the ground up—spanning talent sourcing, client relations, and brand promotion—Jim now serves as a driving force for the company’s growth. He manages daily recruitment operations, guides our talent acquisition team, and directly services key client accounts to deliver exceptionally qualified candidates.

With over 13 years of dedicated service at Integrity Technical Services, David has built his expertise from the ground floor up like his brother. He possesses a specialized talent for sourcing highly technical, hard-to-find candidates. David’s unique ability to comprehensively analyze complex technical resumes and recall specialized candidate profiles allows him to rapidly satisfy niche client demands with top-tier talent.

Kevin Marteny

Senior Recruiting & Placement Specialist

Kevin brings 34 years of comprehensive Recruiting and Account Management experience to the team. He possesses deep-domain expertise in sourcing and placing specialized talent within the Civil, Structural, Construction, and Architectural sectors. Kevin excels at tackling complex, high-stakes recruitment challenges to deliver elite professionals for specialized projects.

Steve Wartko

Senior Account Manager – North Central Ohio

Steve offers 30 years of dual expertise as both an Account Manager and Technical Recruiter. He manages a highly diverse portfolio across North Central Ohio, specializing in talent acquisition for Manufacturing, Product Development, Mechanical and Electrical Engineering Support, Management, Quality Assurance, IT, and Skilled Labor.

Jamie Whitacre

Regional Account Manager – Northeast & Southeast Ohio

Jamie leverages over 20 years of business-to-business sales and marketing experience to drive business development and client retention across Northeast and Southeast Ohio. For nearly four years, Jamie has successfully expanded the company’s footprint, managing accounts and placing talent within Civil, Structural, Architectural, Electrical/Mechanical Engineering, IT, Corporate Management, Manufacturing, and Skilled Labor sectors.

Curtis Rein

Technical Recruiter

Curtis has spent nearly five years with Integrity Technical Services as a versatile and focused recruiter. Known for his targeted approach to talent acquisition, Curtis successfully executes placements across multiple disciplines, including Architecture, Engineering, IT, Corporate Support, Management, Manufacturing, and Skilled Labor.

Ken Kimmel

Regional Account Manager – West & South Ohio

Ken is responsible for market expansion and client relations throughout Western and Southern Ohio. Backed by nearly 20 years of business-to-business sales and marketing experience, Ken specializes in identifying new market opportunities and connecting regional employers with qualified technical talent.

Corey Shreves

Office Manager & Technical Recruiter

With over a decade of cross-functional experience, Corey serves as the operational linchpin of Integrity Technical Services. Managing a diverse portfolio of responsibilities, Corey oversees office operations, digital workflows, and web administration, while simultaneously contributing as a Technical Recruiter. Her comprehensive duties include onboarding new accounts, client management, job board optimization, and talent acquisition for the Engineering, Manufacturing, and Skilled Labor sectors.

Mike Miller

Director of Information Technology

Mike has spent more than 14 years with Integrity Technical Services, initially establishing his roots as a Staffing Account Manager and Recruiter before transitioning to lead the company’s infrastructure and brand strategy. He manages the firm’s IT framework, web development, and multi-channel marketing campaigns—including the production of digital media, commercials, and corporate brochures. Additionally, Mike has successfully organized and promoted multiple high-impact Regional Job Fairs.
